chore: add explanatory comments to all intentional empty closures

- SwiftUI alert cancel/dismiss buttons: .cancel role handles dismissal, no action needed
- UIActivityViewController updateUIViewController: view controller manages its own state
- TicketListView default callbacks: no-op sentinels for optional event handlers
