Adds commit and tag dates to the Refs tab.
- Branches show the date of their tip commit
- Annotated tags show their tagger date; lightweight tags show the commit date
- Dates use the same relative format as the rest of the app
- Fix type conflict between [Reference] and [ReferenceDetail] in repository settings
